Own a Home Opportunity Grant Program

ELIGIBLE AREA – Broward county

ELIGIBILITY CRITERIA* –


  1. Buyers are NOT required to be first time buyers.

  2. Buyers and their spouses must be able to permanently reside in the US.

  3. Buyers must live in the property they purchase as their principal residence.

  4. All applicants must be considered irrespective of age, race, color, religion, national origin, sex, marital status, military status or physical handicap.

  5. Buyers must occupy the property purchased within 60 days of closing.

  6. Buyers must qualify using the Own a Home Opportunity Grant requirements.

  7. Buyers must credit qualify for the Own a Home Opportunity Grant first mortgage.

OWN A HOME OPPORTUNITY GRANT FIRST MORTGAGE - Qualified buyers will receive a 30-year fixed rate first mortgage from a participating lender.  Eligible loan products include FHA, VA, RD and Freddie Mac HFA Advantage Conventional.

DOWN PAYMENT ASSISTANCE – 3%, 4% or 5% grant of the Note amount. Must be used for down payment and closing cost assistance. This grant is never repaid.

HOMEBUYER EDUCATION – Required for all borrowers and anyone listed on the deed.
Homebuyer Education Certification is acceptable for a period of one  year from issuance.   Approved education courses include:
1)  Face to face from a HUD approved education provider
2)  Online education ONLY from:  www.eHomeAmerica.org
3)  Online education ONLY from: hometrackonline.org  
4) Online education ONLY from (MGIC Homebuyer Education for Freddie Macs Home Possible Program and certain HFA's):

Lender provided homebuyer education is unacceptable as is over the phone education.  If an education course is not listed on the HUD face-to-face web site, it is not acceptable.  The only online education providers are listed above.

ELIGIBLE PROPERTY – Primary residences only, new or existing, one to four units, detached or attached, condos, townhomes.

CREDIT SCORE – FICO mid score must be 640 or higher.

DTI – The maximum debt-to-income (DTI) ratio is 45%.

MAXIMUM INCOME LIMIT – Must include the income of the borrower only.

Affordable Income Subsidy Grant
Additional down payment assistance is available for borrowers who qualify for the Own a Home Opportunity Grant Program, with lower income limits.  The borrower must utilize the Freddie Mac conventional loan offered in the Own a Home Opportunity Grant Program to be eligible for the additional assistance.  

Broward County borrowers at or below $52,560 may receive an additional $1,500 grant for down payment and closing cost assistance.

Broward County borrowers at or below $32,850 may receive an additional $2,500 grant for down payment and closing cost assistance.

First Time Homebuyers Application

If you are interested in this program, please submit an application with copies all required documents to the CRA office. The CRA can be contacted at (954) 457-1422.



Program Overview 


The City of Hallandale Beach CRA assists First Time Homebuyers with down payment and/or closing for the purchase of a first home. An individual who has never owned a home or has not owned a home for at least three (3) years is considered a first time homebuyer and is therefore eligible. 

Under the First Time Homebuyers program, the Hallandale Beach CRA provides up to $50,000 in assistance to be used towards a down payment and or closing costs. The applicant is required to provide a minimum of $2,000 towards the down payment.
The assistance will become a second mortgage and take the form of a 0% forgivable loan for a ten-year period. HBCRA assistance will be subordinate only to a mortgage on the same property from the primary lender. 

You must apply and be approved by a financial institution (bank, credit union or mortgage broker) of your choice for the additional funds to pay for the cost of the home/new construction. The assistance will be disbursed upon the closing on the loan with the lender.




Minimum Requirements 


· You meet the income requirements.
· You are employed or retired.
· You have an acceptable credit score.
· You obtain a first mortgage from a financial institution for the additional funds.
· You are able to provide $2,000 towards the down payment.

Loan Assistance Increments


The First Time Homebuyers Program will approve homebuyer applicants for funding assistance for amounts up to $50,000. The increments are as follows:

Up to $50,000 for applicants whose income is below 120% of Broward County’s median income as defined by the Office of Housing and Urban Development (HUD).


Additional Monies/Funds for Buyer


Applicants are authorized and encouraged to seek additional funding from other sources. When award of additional funds is available the City’s Mortgage must remain in second place.

City of Hollywood First Time Home Buyer Program is a program that provides no-interest, deferred payment loans for closing costs and down payments. Property must be located in the city of Hollywood.

  • 3% or 4% grant of the purchase price is in the form of a forgivable grant at Closing that does not require repayment by the borrower. This down payment assistance grant is forgiven at closing.(http://floridadownpaymentassistance.com/) This can be used for down payment, Buyers mortgage closing costs, or can also be used to "split pay" mortgage insurance premium to lower mortgage insurance cost or pay mortgage insurance completely off.

  • This program allows for much higher borrower income limits.

2019 Rent-To-Own Program

  • You pick the house in an approved subdivision. The subdivision must be in the upper 50% rating of school county districts.

  • You secure the home with your first and last month's agreed upon rent and purchase price before the Investor purchases the home.

  • Institutional Investor purchases the home through Mid Florida Realty.

  • Build your credit over the next 12-24 months, or if you're just moving into the area and aren't sure where you want to live but don't want to live in an apartment.

  • You can purchase the home using one of the Down Payment Assistance programs in the next 12 months to 24 months.

  • OR you can rent the house at least 24 months with documented Bank Statement proof of on-time rental payments, (24 cancelled checks, or 24 money orders or 24 months automatic ACH drafts).

  • Credit scores and Fannie Mae guidelines allow you to qualify for a Conventional Mortgage to obtain the 0% Down Payment option and use your two months Security Deposit for Closing Costs. 0% program is based on the Fannie Mae Conventional mortgage loan guidelines.

  • New Homes may possibly be eligible depending on the Builders willingness to accept the State of Florida standard Real Estate Contract.

  • Minimum Rent-to Own FICO Score at the beginning of the process is 575 FICO.

  • Debt to Income ratio maximum is 45%.

  • Minimum Household verifiable income is $50,000 per year.

  • Buyer must be First Time Homebuyer or hasn't owned a home in 3 years.

  • For every year the Buyer physically lives in the home, the "silent second" mortgage is forgiven at a rate of 20%.

2019 House 2 Home (Sapphire) FHA Down Payment Assistance for ALL Florida Counties

  • Provides up to 4% in down payment assistance in ALL Florida Counties for FHA Loans.

  • Down Payment Assistance is forgiven when 36 consecutive months of on-time 1st mortgage payments have been processed.

  • Buyer does not need to be first time Home Buyer.

  • At the end of 5 years, the second mortgage is forgiven.

  • Buyer must contribute at least $2000 towards Closing Costs.

  • No Lender credit available.

  • Potential Buyers must begin process with one of four approved Housing Counseling Agencies and MUST NOT be under contract before they begin the process.

The Community Development Department Redevelopment and Grants Division coordinates a variety of programs designed to assist Sunrise homeowners. Whether you're interested in purchasing, or maintaining a home, please review the information below.

Housing Programs

The City's Redevelopment and Grants Division administers a variety of programs that enhance the City's appearance, safety and overall quality of life by assisting low- and moderate-income households. The leveraging of various state and federal funding sources provides the City the ability to implement a variety of housing and public service programs. These funding sources include, but are not limited to, entitlement allocations received by the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG) program and the Housing Initiatives Partnership Program (HOME), as well as State of Florida’s State Housing Initiative Partnership (SHIP) program.

Current housing programs include: 
    • Residential Rehabilitation 
    • Purchase Assistance 
    • Architectural Barrier Removal 
    • Roof Replacement 
    • Disaster Mitigation

Participation in the City’s housing programs is based upon federal income guidelines and residency qualification. All programs are administered on a “first come, first qualified, first served” basis. Housing Rehabilitation Program 
(Status: Waiting list currently closed) 

The Housing Rehabilitation Program provides assistance with critical renovations, limited to verifiable repairs of, or replacements to, deteriorated building systems, as well as identified health hazards to the household. Assistance is limited to a maximum of $25,000 per household. Assistance is provided in the form of a non-interest bearing, deferred payment loan, forgivable at the end of a 10-year period.

Purchase Assistance Program 
(Status: Waiting list currently closed.) 

The Purchase Assistance Program provides assistance for income eligible first time home buyers purchasing a single-family dwelling located within the City of Sunrise with a maximum purchase price consistent with annual program limits. Awarded participates can receive from $10,000 to $30,000 depending on income qualifications. Assistance is provided in the form of a non-interest bearing, deferred payment loan, forgivable at the end of a 10-year period. 
Prospective participants must attend a first-time homebuyers workshop, demonstrate stable employment, and verify cash to close.

Architectural Barrier Removal Program 
(Status: Waiting list currently closed.) 

The Architectural Barrier Removal Program provides for home modifications, including technological enhancements and devices, which will allow homeowners to continue living independently in their own residences and maintain their existing homeownership. The Architectural Barrier Removal program is designed to facilitate the removal or modification of barriers that restrict accessibility by persons with disabilities as determined by a medical authority. Assistance is limited to a maximum of $25,000 per household. Assistance is provided in the form of a non-interest bearing, deferred payment loan, forgivable at the end of a 5-year affordability period. 


Roof Replacement Program 
(Status: Waiting list currently closed.) 

The Roof Replacement Program provides income eligible, owner-occupied households assistance with emergency roof repairs or replacement. Assistance is limited to a maximum of $16,000 per household. Roof Repair or Replacement assistance is provided in the form of a non-interest bearing, deferred payment loan, forgivable at the end of a 5-year affordability period 

Disaster Mitigation Program 
(Status: Waiting list currently closed.) 

The Disaster Mitigation Program provides income eligible, owner-occupied households with residential home hardening and energy conservation assistance including shutter installation and/or impact window installation, as applicable. Assistance is limited to a maximum of $16,000 per household. Disaster Mitigation assistance is provided in the form of a non-interest bearing, deferred payment loan, forgivable at the end of a 5-year affordability period.

Mortgage Credit Certificate Program
Have you dreamed of home ownership but thought that it was beyond your reach? The Housing Finance Authority of Broward County may help make your dream a reality through the Mortgage Credit Certificate (MCC) program. 
The MCC reduces the amount of federal income tax paid, giving more available income to qualify for a mortgage loan and assist with house payments. The MCC is not a mortgage, but may be used in conjunction with a first mortgage from a qualified lender. Borrowers must be first-time home buyers, and must qualify for a mortgage using standard credit requirements. Borrowers may also use any down-payment assistance and grant programs available through any source acceptable to the lender.

The purpose of the Down Payment Assistance Program is to assist with the purchase of a home to be used as your primary residence. ( Maximum Award of $40,000). Funds may be used to assist with closing costs and lower your first mortgage loan amount. A lottery system will be used, pulling names from the applications submitted during Open Enrollment. Each applicant pulled during the lottery will have their application reviewed for eligibility to assure that extremely low, very low, low and moderate-income families are served. Those eligible will be approved and given 45 days to secure a contract. Applicants must be able to qualify for a first mortgage from a lender.

Weston Residential Assistance Programs

The City of Weston, in partnership with the Broward County Housing Finance and Community Redevelopment Division, offers two programs for Weston residents as funded through the Community Development Block Grant (CDBG) program through US Housing and Urban Development.  In order to qualify for either program, households must have incomes less than 80% of Broward County's Area Median Income, adjusted by family size, based upon the current US HUD income chart for Broward County.

House - Family

Down Payment Assistance

For qualified applicants wishing to purchase a home within the City of Weston, the Down Payment Assistance program offers a maximum of $50,000, based upon financial need. 

A buyer must first be able to obtain a first mortgage through a bank and must contribute 3% of the total costs towards the down payment, among other requirements. There will be no interest, and as long as the borrower owns, occupies, and maintains the home for a period of 15 years, the loan will be forgiven.



Home Repair Assistance ($40,000 maximum loan, 0% interest, 15 year term)

Eligible homeowners may apply for assistance with repairs to their home.  The maximum amount of assistance is $40,000 and will be determined by the actual cost of the work.

Services include - Minor Home Repair 

  • Roof repair and/or replacement; complete repair/replacement of deteriorated roofing system

  • Window replacement

  • Door replacement

  • Insulation

  • Hurricane/storm shutters

  • HVAC/air conditioning upgrades

Applications are processed on a first come/first qualified basis.  No monthly payments are due on these loans.  After residing in your home for the loan term, the loan is forgiven. 0% interest, 15 year term.



Barrier Free/Special Needs ($40,000 maximum loan, 0% interest, 10 year term)

The City of Weston is a participating city in the Broward County Property Assessed Clean Energy (PACE) program.




Conservation Pays 

The City of Sunrise Water Utility, which provides water service to the Weston area, is a part of the Broward Water Partnership -- a collaboration of local governments committed to helping water customers conserve water.
